The Surat Jalan Has Not Come Back, and Billing Waits
The delivery is done, but the returned Surat Jalan (the delivery note) still has to be tracked down before billing can be processed.

Conceptual illustration. The case is real; company details are disguised.
The physical document from the driver used to pass through the Logistics Admin first. Its receipt status was not recorded consistently, so the position of a Surat Jalan was hard to follow once the trip was over. Finance AR, the finance team that handles receivables and billing, looked for the documents it needed by hand. A driver returning did not immediately answer which documents had been received and were ready to process. Drivers and process owners also had no shared status for following where a document stood. The problem only became visible when a Surat Jalan was needed to continue billing, while the records still did not show which stage the document was in.
The problem also concerned the content of the document. If a customer crossed out an item or the quantity received differed, the change had to enter the system as a complaint revision so that the data matched the physical Surat Jalan. In the manual flow, that revision could be left behind. Billing then waited for the documents to be complete and the data to be adjusted. A delayed document risked being ready only after the deadline for submitting the billing file to the customer had passed.

As head of the IT Division, I worked with the team to change the handover flow so that drivers hand the Surat Jalan directly to Finance AR. The change comes with digital receipt, complaint revisions made by the driver, and automatic notifications through WhatsApp. The check was placed at the point where the document moves from the driver to the recipient, so the physical handover leaves a record in the system.
During and after a trip, drivers record complaint revisions in the app against the delivery concerned, for example when a customer crosses out an item. Before returning to the office, the driver completes all revisions and matches the app data against the condition of the Surat Jalan they are carrying. Revisions can still be recorded until Finance AR confirms receipt; in other words, that confirmation is what closes the chance to record them.
When the document is handed over, Finance AR opens the receipt list, then scans the barcode or enters the sales number manually. Each Surat Jalan is confirmed one by one after it is received. Confirmation can only be given once the revisions on that transaction are finished. This sequence places the check on changes in item quantity before receipt is declared complete, on the same transaction as the physical document.

Once Finance AR confirms, the transaction leaves the driver's queue automatically. The completion mark in the app follows receipt by the finance team. Finance AR then pulls a report by date to follow the documents already received and to prepare billing. The list of returned documents becomes the reference for the next round of work, with the status also reflected in the driver's app. On the Surat Jalan return screen, each transaction is listed with its sales number and status, for example waiting for Surat Jalan or ready to bill. That same sales number is what gets scanned or typed into the search field. Confirmation marks the change of status after the physical document has changed hands.
Documents that are not yet finished still have a place in the daily work. In the evening, an automatic notification in the Logistics WhatsApp group summarises the progress of deliveries and documents by route and driver. Statuses that are not yet complete carry a warning mark. Delivering the goods, the driver returning the document, and the administrative follow-up each have their own status in that summary. A delivery being finished does not close the document work that still needs to continue.
In the morning, the list of delayed documents separates the Surat Jalan still waiting for the driver from the documents that need receipt confirmation. The age of each document in days comes with every transaction, along with the party that needs to follow up. A document that has not been confirmed keeps appearing until it is resolved. Manual searching becomes a work list with a clear transaction, age, and follow-up need.

In the period 8–29 July 2026, confirmation on the day of delivery reached 93.26% of the transactions that required document confirmation. This result shows that receipt is now recorded and that most of it is completed on the same day. Some documents are still confirmed after the day of delivery. That measure speaks to how ready documents are for billing; receiving payment remains the next stage.
A step-by-step handover became a direct handover, revisions by the driver, and confirmation by the person receiving the document. My lesson: control over the Surat Jalan has to follow the way responsibility moves. When every handover leaves a clear status, a delayed document has a place in the daily work queue.
